Fertilizer marking - Presentation and declaration
1 Scope
This standard specifies the terms and definitions, principles, basic principles,
general requirements, marking content and requirements, labels, quality
certifications or certificates, printing of marking, for fertilizer marking.
This standard applies to fertilizers, which are sold in China. It does not apply to
products, which are specially made for users by producers in accordance with
the contract AND are not circulated in the market.
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates marked are applicable
to this document; for the undated documents, only the latest version (including
all the amendments) is applicable to this standard.

3 Terms and definitions
The terms and definitions as defined in GB/T 6274, as well as the following
terms and definitions apply to this document.
3.1
Fertilizer
A fertilizer, which is produced by chemical methods and/or blending methods,
wherein the content of at least two nutrients of the three nutrients: nitrogen,
phosphorus, potassium, is specified.
3.7
Bulk blending fertilizer
BB fertilizer
A granular fertilizer, which is produced by dry blending methods, wherein the
content of at least two nutrients of the three nutrients: nitrogen, phosphorus,
potassium, is specified.
3.8
Secondary nutrient (element) fertilizer
Fertilizers, that mark the content of at least one element of calcium,
magnesium, sulfur, BUT do not mark the content of nitrogen, phosphorus,
potassium.
3.9
Micronutrient fertilizer
Fertilizers, that contain one or more trace elements, BUT do not mark the
content of nitrogen, phosphorus, potassium, calcium, magnesium or sulfur.
3.10
Organic fertilizer
Carbon-containing organic materials, which are mainly derived from plants
and (or) animals, have been fermented and decomposed.
Note: The function of organic fertilizer is to improve soil fertility, provide plant
nutrition, improve crop quality.
3.11
Fertilizer nutrient
The nutrient elements, which are provided by fertilizers, for plant growth and
development.
3.12
Macronutrient
4 Principle
Prescribe the main content of the marking AND determine the size, position,
text, graphics, etc. of the marking, on the fertilizer packaging container, so that
users can identify fertilizers AND determine their characteristics. These
requirements vary depending on the container used:
- Packing more than OR equal to 25 kg (or 25 L) of fertilizer;
- Packing more than OR equal to 5 kg BUT less than 25 kg (or more than or
equal to 5 L and less than 25 L) of fertilizer;
- Packing less than 5 kg (or 5 L) of fertilizer.
5 Basic principles
5.1 All contents marked shall comply with the requirements of relevant
standards.
5.2 All contents marked shall follow the principle of truth, be accurate, scientific,
easy to understand.
5.3 All content marked shall not describe or introduce fertilizers, in a wrong,
deceptive, exaggerated, false or misleading way. If the declaration has a role
other than providing nutrients, there shall be sufficient and credible evidence.
5.4 All content marked shall not use directly or indirectly suggestive language,
graphics, symbols, to cause users to confuse a fertilizer or a certain property of
fertilizer with another fertilizer; it shall not contain the marking information, that
causes users to confuse products of different companies.
6 General requirements
6.1 General requirements
All contents marked shall be clear, firm, in obvious contrast to the base, easy to
identify.
6.2 Text
The texts in the marking shall use standard Chinese characters (nutrient names
can be expressed by chemical element symbols or molecular formulas). It may
use synonymous minority characters and foreign characters at the same time,
BUT the foreign characters shall be smaller than the corresponding Chinese
characters and minority characters.
Fertilizer names (including product names) shall not contain false or
exaggerated words and homophonic sounds, including but not limited to high
efficiency, special effects, all-element, multi-element, high-yield, double-effect,
multi-effect, growth, growth promotion, high fertility, domination, king, god, spirit,
treasure, holy, activity, vitality, strength, activation, stress-resistance, harm-
resistance, high energy, multi-function, full nutrition, green-maintaining, flower-
maintaining, fruit-maintaining, etc. The content (including text and patterns),
which is marked on the same line as the fertilizer name, shall also meet the
requirements of this article.
7.1.4 Trademarks
The marked trademark, which has a logo of ®, shall be a registered legal
trademark.
7.2 Specifications, grades, net content of fertilizer
7.2.1 Where the specifications, grades, categories have been specified in the
fertilizer product standards, it shall mark the corresponding specifications,
grades, categories. If only the nutrient content is marked, it is deemed that, the
full technical indicators of product quality meet the requirements of highest
grade of the product, corresponding to the nutrient content.
7.2.2 The net content shall be marked on the single package of fertilizer
products. The marking of net content shall comply with the requirements of the
"Measures for the metrological supervision and administration of quantitatively
packaged commodities".
7.2.3 Only one net content can be marked on a packaging container.
7.3 Nutrient content
7.3.1 General provisions
7.3.1.1 The nutrient content shall be marked by a single numerical value. For
solid product, it is marked by mass fraction (%); for liquid product, it is marked
by mass fraction (%) or mass concentration (g/L).
7.3.1.2 The nitrogen content is calculated as N; the phosphorus content is
calculated as P2O5; the potassium content is calculated as K2O; the secondary
element and trace element are calculated as elementary substance of element.
7.3.1.3 The nutrient content shall be calculated and marked, on the basis of the
total material, which is the declared net content on a single package. It shall not
mark the nutrient content, by splitting the materials in the packaging container
(e.g., 20% organic matter in black particles, 25% total primary nutrient content
in ash particles).

7.3.5 Micronutrient fertilizer
It shall respectively mark the single content of various trace elements AND the
sum of nutrient content of trace element.
7.3.6 Organic fertilizer
It shall mark the content of organic matter AND total primary nutrient content.
7.3.7 Other fertilizers
For the products, which are marked to implement national standards or industry
standards, they shall be marked in accordance with 7.3.1 ~ 7.3.6. For the
products, which are marked to implement group standards or enterprise
standards, they shall be marked according to the nutrient index, that are
approved during the fertilizer registration.
7.4 Content of other additives
7.4.1 If other additives are added, the manufacturer shall have sufficient
evidence, to prove that the additives are safe and effective.
7.4.2 It may mark the name and content of other additives. It shall respectively
mark the content of each additive. It shall not add the content of additives AND
nutrients together.
7.5 Restricted substances and indicators
7.5.1 For the substances or elements, that need to be restricted and marked in
the product standard, they shall be marked separately.
7.5.2 It shall not mark the patterns of sensitive elements or objects that are
prohibited to use.
7.5.3 The warning words shall be marked in a conspicuous manner, according
to the prescribed font size. Examples 1 ~ 3 give specific examples of warning
words.
Example 1: It has high chlorine content; improper use can cause damage to crop.
Example 2: It contains biuret; improper use can cause damage to crop.
Example 3: It has high chlorine content and biuret; improper use can cause damage
to crop.
7.6 Production license number and fertilizer registration certificate
conditions. Therefore, there is no need to mark the shelf life or expiration date.
7.9 Implemented standard
7.9.1 It shall mark the number of standard, which is implemented by the fertilizer
product. For the fertilizer products with mandatory national standards, it shall
mark the number of mandatory standard.
7.9.2 For the fertilizer products, that have national or industry standards, if
marking the other elements or additives, than those included in the marked
national or industry standards, THEN, in addition to the national or industry
standards, it shall also mark the effective group standard or enterprise standard,
which contains the testing method of the additives. The method in the group
standard or enterprise standard shall be the authoritative testing method of the
additive, in the domestic and foreign literature.
7.10 Instructions for use
7.10.1 It shall use appropriate methods (including electronic labels such as QR
codes, barcodes, etc.), on the outer packaging container of the product, to mark
instructions for use, including but not limited to the following: method of use,
suitable crops or unsuitable crops, recommended usage amount,
considerations, etc.
7.10.2 If marking other effects than the effect of a fertilizer, it shall be able to
provide sufficient evidence, which is issued by a qualified organization. For
more detailed information, it can be marked on the corporate website, product
brochures, etc.
7.11 Safety instructions or warning instructions
For the products, which may cause property damage or may endanger human
health and safety, due to improper transport, storage, use, THEN, it shall mark
the safety instructions or warning instructions, in a conspicuous manner.
7.12 Others
7.12.1 The packaging recycling mark, as deemed necessary by the enterprise,
that conforms to GB/T 18455, AND other marks, that conform to the
requirements of national laws and regulations.
7.12.2 It shall not mark that the origin of raw materials is a certain country, a
certain region, or a certain well-known brand, etc., which may cause users to
misunderstand the product as an imported product or a well-known brand
product. For the products, that have introduced foreign technology OR partly
use imported raw materials, it shall not mark the name of the foreign company
that contains the importing party.

Foreword
All text of this Standard is compulsory.
This Standard adopts ISO 7409.1984, but they are not equivalent.
Compared with ISO 7409.1984, relevant terms and definitions are added in this
Standard and the requirements for relevant markings are added in accordance with
national laws, regulations and rules.
From January 1, 2002, the marking on the sales packaging of fertilizers produced
by the fertilizer manufacturer shall conform to this Standard; from July 1, 2002, the
sales of the fertilizers whose marking does not conform to this Standard shall be
stopped.
This Standard was proposed by the State Bureau of Petroleum and Chemical
Industry.
This Standard shall be under the jurisdiction and interpreted by the National
Standardization Technical Committee on Fertilizers and Soil Conditioners.

Fertilizer Marking – Presentation and Declaration
1 Application Scope
This Part specifies the basic principles, general requirements and marking content for
fertilizers.
This Part applies to the fertilizers produced and distributed within the territory of the
People’s Republic of China.
2 Normative References
The articles of the following standards become the articles of this Standard through
the reference in this Standard. When this Standard is published, all editions shown are
effective. All standards will be revised. Therefore, all parties using this Standard shall
study the possibility of using the latest editions of the following standards.

3 Definitions
For the purposes of this Standard, the following definitions apply.
3.1
marking
Joint name of all kinds of designations used to identify fertilizer products and their
quality, quantity, characteristics and use methods. Marking can be given using
characters, symbols, patterns and other instructions.
3.2
label
Necessary information used to identify fertilizers and for understanding their major
properties, which is provided by paper cards, plastic cards or printing part of containers
such as packaging bags.
3.3
The marking of net content shall conform to the requirements of the Provisions on the
Metrological Supervision of Quantitatively-Packaged Goods.
7.3 Nutrient content
Use an individual numerical value to mark the content of nutrients.
7.3.1 Straight fertilizer
7.3.1.1 Mark the percentage content of individual nutrients.
7.3.1.2 If secondary elements and trace elements are added, such secondary
elements and trace elements (calculated by elementary substance, similarly
hereinafter) can be marked; all individual nutrient contents and their corresponding
total contents are marked in accordance with the two types of secondary elements and
trace elements, but the contents of secondary elements and trace elements shall not
be added to major nutrients. Trace elements whose content is lower than 0.02% and
secondary elements whose content is lower than 2% shall not be marked.
7.3.2 Compound fertilizer (complex fertilizer)
7.3.2.1 Mark the percentage content of the total nutrients of N, P2O5, K2O. The
marked value of total nutrient shall not be less than the total of the marked values of
individual nutrients in the formula. Do not reckon other elements or compounds in the
total nutrients.
7.3.2.2 Use formula to mark the total contents of total nitrogen, effective phosphorus
pentoxide and potassium oxide, e.g. nitrogen phosphorus potassium compound
fertilizer 15-15-15. Binary fertilizers shall be marked with “0” in the position of nutrients
not contained, e.g. nitrogen potassium compound fertilizer 15-0-10.
7.3.2.3 If secondary elements and trace elements are added, they shall not be
marked on packaging containers or quality certificates (except as specified in national
standards or industrial standards).
7.3.3 Secondary element fertilizer
7.3.3.1 Mark respectively the nutrient contents of all secondary elements and the
total of the contents of all secondary element nutrients. Individual secondary elements
whose content is less than 2% shall not be marked.
7.3.3.2 If trace elements are added, they may be marked; the contents and total
content of all trace elements shall be marked respectively; the contents of trace
elements shall not be added to those of secondary elements. The other requirements
are identical to 7.3.1.2.
